Developed in collaboration with the Dynamic Coalion on Blockchain Assurance & Standardiazation of the United Nations (UN) Internet Governance Forum (IGF), it examines systemic challenges such as fragmented legacy systems, limited visibility into fund flows, and reactive oversight, and demonstrates through detailed global use cases (including defense logistics, property records, humanitarian aid, and federal grants) how blockchain enables real-time auditability, tamper-proof records, and stronger internal controls. The report ultimately argues that preventing fraud, waste, and abuse requires shifting from after-the-fact audits to proactive, technology-driven oversight, while emphasizing that the primary barriers to adoption are not technical but organizational and cultural, and calls on government leaders to embrace transparency as a foundational principle for modern governance.
Roundtable Insights
The roundtable hosted by Mortar Strategies brought together a diverse group of 30 influential figures, including government officials, industry leaders, and academic experts, to engage in a collaborative dialogue. The discussions focused on leveraging emerging technologies to reduce fraud and enhance transparency within government systems. Participants from organizations such as the United Nations and the World Bank shared insights, creating a unique forum for solution-focused dialogue. This collaborative effort, sponsored by the Virginia Blockchain Council and the Government of Bermuda, is actively shaping the future of digital infrastructure in government.
