James McDowell is a Senior Securities Analyst with the Alabama Securities Commission (ASC) where he assists his expert colleagues with protecting investors from securities fraud and preserving legitimate capital markets in Alabama through collaboration with intrastate, interstate, and international partnerships. He is a Certified Ethical Hacker, Certified Fraud Examiner, and Certified Computer Hacking Forensic Investigator.
As a dedicated public servant, James co-chairs the North American Securities Administrators Association’s Cybersecurity and Technology Project Group; chairs the Government Blockchain Association’s (GBA) Financial Compliance Working Group; is an active member of the Institute of Electrical and Electronics Engineers’ Society on Computational Intelligence, Society on the Social Implications of Technology, and Technical Society on Cybersecurity; and is appointed to the GBA’s Cybersecurity, Financial Crimes, and Economic Analysis working groups. He also participates in the following organizations: the Elder Justice Coalition, International Association of Cyber & Economic Crime Professionals, the International Council of Electronic Commerce Consultants, the Association of Certified Fraud Examiners, and the Association of Information Technology Professionals.
James holds bachelor’s degrees in Finance and Economics and a master’s degree in Cybersecurity and Information Assurance. Prior to joining the ASC, James spent several years in financial regulation with the State of Tennessee. When he is not “nerding out” behind his computer, James enjoys running, cycling, and mountain climbing.
