Digital Assets - Legislators Global Forum (DALG Forum)

Digital Assets – Legislators Global Forum – DALG Forum  is an innovative initiative co-organised by Lisa Cameron, Mariana de la Roche and Dr. Nina-Luisa Siedler to bring together legislators from around the world to engage with the rapidly advancing field of digital technology, specifically focusing on Digital Assets, Web3 and Fintech. The Forum seeks to foster international collaboration, share legislative best practices, and help shape global standards in this transformative sector. By facilitating ongoing education and dialogue among lawmakers, the Forum aims to ensure that digital transformation benefits societies globally, in line with Human Rights and International Law, the UN Charter Values and the UN Sustainable Development Goals.

This initiative is essential due to the global and transnational nature of Digital Assets and Web3 technologies. As these technologies transcend borders, there is a pressing need for coordinated international efforts to address the regulatory challenges they present.  While there are numerous spaces and forums dedicated to regulators, there are far fewer opportunities specifically tailored for legislators to engage in these crucial discussions. To bridge this gap, the Forum plans to involve regulators as well, allowing them to share their experiences and insights on what works and what doesn’t in the regulatory landscape. This cross-disciplinary dialogue will help legislators gain a more comprehensive understanding of the challenges and opportunities within the Digital Assets and Web3 space.

Furthermore, the Forum recognizes that laws are often developed in silos—such as private law, labour law, commercial law, and criminal law—without sufficient integration. This fragmented approach can lead to inconsistencies and inefficiencies in addressing the complexities of digital technology. Therefore, the Forum aims to create a platform that brings together these legal silos, fostering collaboration among different legal disciplines to build cohesive, well-rounded solutions that address the multifaceted nature of Digital Assets and Web3 technologies.

Mission:

  • Education & Expertise: Equip legislators with the knowledge and tools needed to understand and regulate emerging digital technologies effectively. Serve as a bridge between the industry, legislators and regulators, facilitating mutual learning and understanding to ensure informed decision-making.
  • Global Collaboration: Create a platform for international legislators to exchange ideas, share best practices, and collaborate on policy development.
  • Standardization & Interoperability: Work towards developing global standards and ensuring interoperability across jurisdictions in Digital Assets and Web3 and Fintech.
  • Inclusivity: Ensure that digital transformation is inclusive and aligned with the principles of sustainable development, leaving no one behind.

Inaugural Meeting:

The inaugural meeting of the DALG Forum is scheduled for the afternoon of  26th February 2025 and will be hosted at the House of Lords in London. This meeting will convene about 20 representatives from legislators from all over the globe as well as industry leaders offering a unique opportunity to kickstart this global initiative. Participants will engage in a roundtable discussion with provisions for online attendance for those unable to join in person. 

Co-Organizers of the Forum:

  • Dr. Lisa Cameron: A Former Member of the UK Parliament, Dr. Cameron has been at the forefront of legislative work in digital assets and the metaverse, chairing key parliamentary groups. Her leadership in shaping government debates and producing inquiry reports on the digital revolution has laid the groundwork for this global forum.
  • Mariana de la Roche Wills: A prominent figure in the Web3 space, Mariana brings a wealth of experience in digital technology and its intersection with human rights and sustainability. Her work has been instrumental in advancing the understanding and application of Web3 technologies in various sectors.   • Dr. Nina-Luisa Siedler: An expert in Fintech and data economy regulation, Nina Siedler has been a key advocate for the development of regulatory standards that balance innovation with consumer and human rights’ protection. She engages in numerous global expert and standard setting groups which contributed to her deep understanding of the legal and financial implications of Web3 technologies. Future Developments:

To ensure sustained momentum and impact, the DALG Forum will implement several strategic initiatives:

  • The Forum could hold different meetings annually in various jurisdictions to ensure broad international participation and impact. The inaugural meeting is set to take place in the UK, leveraging existing connections to secure prominent venues. Following the UK,  we could aim to host sessions in the EU to engage legislators specifically on MiCA (Markets in Crypto-Assets Regulation), and potentially in global hubs like Dubai or Qatar, aligning with the international conference circuit to maximize attendance and relevance.
  • Legislator Training Programs: The forum is supported by the GBA which offers its training programs and workshops to equip legislators with the practical knowledge and skills needed to understand complex Web3 technologies and their implications for policy-making.
