| Summary of Experience | Technology executive, entrepreneur, author, and enterprise architect with more than 40 years of experience leading innovation across financial services, blockchain, AI, digital identity, payments, healthcare, and supply chain technologies. As Senior Emerging Technology Architect at Capital Group (American Funds), a global asset management firm with more than $3 trillion in assets under management, I researched and evaluated blockchain, AI, and other emerging technologies, advising senior leadership on technology trends, investment opportunities, and strategic business implications. As Co-Founder, CEO (USA), and Chief Technology Officer of Vottun, I led the development and commercialization of blockchain solutions focused on digital identity, verifiable credentials, healthcare, supply chain traceability, interoperability, and government applications. Projects included supply chain traceability initiatives with PwC, blockchain-based identity solutions, one of the earliest COVID-19 immunity passport platforms, blockchain interoperability frameworks, and enterprise blockchain deployments for organizations including the City of Barcelona and the University of California Irvine. Vottun also collaborated with Oracle on early enterprise blockchain initiatives. As Chief Technology Officer of RocketFuel Blockchain (OTC), I built and led a global engineering organization of 30 professionals across four continents and developed Web3 payment infrastructure supporting more than 200 cryptocurrencies, digital wallets, merchant services, and cross-border payment solutions. I worked closely with legal and compliance teams on KYC, KYB, KYT, AML, and Travel Rule requirements while helping scale global payment capabilities and strategic industry partnerships. I also led the development of enterprise payment integrations, including a partnership with ACI Worldwide that provided access to more than 80,000 merchants, helping bridge traditional financial infrastructure with emerging digital asset payment networks. Today, I serve as Founder and CEO of OceSha Ventures, a venture studio focused on AI, digital twins, and emerging technologies. I am also co-host of the Explainable AI podcast and author of The Convergence of AI and the Top 10 Emerging Technologies. My current work focuses on the convergence of AI, blockchain, digital identity, digital twins, and knowledge systems, helping organizations transform expertise into scalable, discoverable, and AI-accessible digital assets. |
| Professional Goals & Objectives | My goal through GBA is to collaborate with government leaders, policymakers, technologists, academics, and industry experts to advance practical applications of blockchain, artificial intelligence, digital identity, and emerging technologies that create measurable public and private sector value. I am particularly interested in contributing to working groups, standards initiatives, educational programs, and thought leadership efforts focused on digital identity, verifiable credentials, interoperability, trusted AI, governance, payments, compliance, and the convergence of AI and blockchain technologies. Throughout my career, I have worked across financial services, healthcare, supply chain, government, and enterprise technology environments. I am passionate about helping organizations bridge the gap between innovation and real-world implementation, ensuring that emerging technologies are deployed in ways that are ethical, sustainable, secure, and beneficial to society. My current focus is on the convergence of AI and blockchain, including digital identity, trusted data, knowledge systems, digital twins, and institutional knowledge preservation. I believe these technologies will play a critical role in improving transparency, trust, operational efficiency, workforce development, and citizen services across both public and private sector organizations. I am particularly interested in helping establish frameworks, standards, and best practices for AI-powered digital twins, expert knowledge systems, and the responsible use of AI in government and enterprise environments.
