The Government Blockchain Association (GBA) and the Information Technology Acquisition Advisory Council (IT-AAC) are collaborating to develop the Professional Acquisition Certification for Emerging Technology (PACET) program. The initiative will establish the knowledge and competencies acquisition professionals need to make informed decisions when purchasing emerging technologies.
The Challenge: Technology Is Changing Faster Than Acquisition Practices
Artificial intelligence and other emerging technologies are transforming how governments and businesses operate. Blockchain and quantum computing are also introducing new capabilities and opportunities. These technologies present unique acquisition challenges. They often involve unfamiliar risks and evolving standards. Traditional acquisition practices may not adequately address questions about technological maturity or operational reliability. Acquisition professionals must understand enough about these technologies to make responsible purchasing decisions. Their decisions can have significant consequences for organizational performance and public trust. So, how do we ensure acquisition professionals are qualified to evaluate technologies that are fundamentally changing the way organizations operate?
Introducing the PACET Program
GBA and IT-AAC are developing PACET to establish a professional education and certification framework for emerging technology acquisition. The proposed program includes four educational components:
- Foundational Education: Understanding the responsibilities of acquisition professionals and the challenges of emerging technologies.
- Technology Knowledge: Developing familiarity with artificial intelligence and automation as well as blockchain and digital assets. Additional areas include digital infrastructure and cybersecurity and reliability as well as quantum technologies.
- Acquisition Competencies: Developing the knowledge and abilities needed throughout the acquisition lifecycle.
- Acquisition Leadership: Preparing experienced professionals for strategic acquisition planning and portfolio management as well as vendor relationship management.
The program is intended to support acquisition professionals in both government and industry.
Invitation: Help Define the Qualifications
GBA and IT-AAC invite government contracting officers and acquisition professionals to participate in a collaborative workshop on Friday, October 20 at 3:00 PM (Washington, DC). Technology experts and industry representatives are also encouraged to contribute. The workshop will address what acquisition professionals should know to be qualified to acquire emerging technologies? Participants will help identify essential knowledge requirements and professional competencies. Their input will contribute to the development of PACET training content and certification criteria.
