Congressional Staff Explore Digital Assets, Tokenization, and Regulatory Clarity

On July 28, 2026, the Government Blockchain Association (GBA) hosted a Congressional Lunch & Learn to educate over 70 congressional staff on digital assets, tokenization & blockchain on Capitol Hill.

The briefing was especially timely as Congress continues debating the Digital Asset Market CLARITY Act. The legislation seeks to establish clearer oversight responsibilities for the SEC and CFTC while addressing many related issues including ethics and other stablecoin topics. The briefing covered topics ranging from a basic understanding of blockchain to exploring digital assets to understanding the regulatory, economic, and legal implications of blockchain and tokens. The briefing concluded with an explanation of the Blockchain Maturity Model (BMM) and a suite of public resources to help law makers understand digital assets.

The GBA thanks Congressman Tom Emmer for supporting the event and creating an opportunity for practical, bipartisan education and dialogue. We also would like to thank our speakers:

  • Kevin L. Jackson, Executive Director of the Institute for Digital Asset Innovation,
  • Paul F. Dowding, Co-Founder and Head of Design at L4S Corporation and
  • Gerard Dache, Founder and Executive Director of GBA

The discussion demonstrated that passing legislation is only one part of building a trusted digital-asset economy. Effective implementation will also require standards that translate legislative requirements into secure, auditable, and operational systems.

GBA also thanks Jean-Philippe Beaudet of The Digital Chamber, who attended the event and contributed insights into key legislative issues.

The conversation will continue at the Future of Money, Governance, and the Law, taking place September 29 through October 2, 2026, in Washington, D.C., and New York City. The conference will examine how artificial intelligence, blockchain, and quantum technologies are transforming financial services, regulation, governance, and the law.
