Project Name: Multi-state and International Secure Cryptocurrency Payment Consortium – MISCPC
Why
All over the United States, state, local, and federal governments are implementing or investigating the collection of taxes and other payments via cryptocurrency. Reasons for this include:
1) Mitigating cash payments.
2) Reducing high credit/ debit card fees.
3) Eliminating credit card chargebacks and return costs.
4) Decreasing fraud risks associated with more conventional payment methods.
5) Making payments simple for citizens and constituents.
MISCPC is a consortium of governments, software companies, and associations led by the Government Blockchain Association.
What
The mission is to:
1) Create Open Source Software that allows any government agency to accept cryptocurrency payments.
2) Enable a simple REST API accessible from the many existing providers of eGovernment software.
3) Eliminate the requirement to use a specific third-party to process funds.
4) Allow users to choose any third-party liquidity provider they wish or none at all.
5) Allow each participant to collaborate by submitting enhancement requests, code, and best practices.
How
Instead of handling cryptocurrency payments the way credit and debit cards are treated, the resulting software will allow participants to process them more like ACH debit payments.
GBA, Software companies, an exchange/ liquidity provider, and two – five states sign up to create an initial pilot that allows participants to accept Bitcoin payments and settle funds, if desired, with one of three liquidity providers.
When
The initial pilot should be functional within two to three months.
