Blockchain Maturity Model (BMM) and the U.S. Government

The GBA and Mortar Strategies team have conducted outreach to more than 30 congressional offices on behalf of the GBA, with meetings spanning members and staff of both parties, with a particular focus on offices within the Congressional Blockchain Caucus.
These engagements have centered on educating legislative staff about the GBA’s mission and the Blockchain Maturity Model (BMM), a structured, technology-agnostic framework that evaluates the full blockchain solution stack against objective, standardized criteria.
A major milestone of this effort is the submission of FY2027 appropriations report language to the Commerce, Justice, Science Subcommittee to encourage federal agencies to consider using independent BMM-based assessments when procuring blockchain solutions.
This provision directly supports H.R. 1664, the bipartisan Deploying American Blockchains Act of 2025, which passed the full House and directs the Department of Commerce to develop standards and best practices for federal blockchain deployment.
With some progress made in the House CSJ Appropriations process, our focus will now shift to the Senate, continuing bipartisan outreach to build the relationships and legislative support necessary to hopefully see this language request included in Conference later this year.
National Institute of Standards & Technology (NIST)
The GBA will participate in the upcoming NIST NCCoE workshop on blockchain and distributed ledger technologies to engage with the standards community and share insights on the Blockchain Maturity Model (BMM). Their participation supports ongoing collaboration between industry and government stakeholders to advance consistent, objective approaches for evaluating blockchain solutions.
The BMM provides a structured framework for assessing blockchain solutions across defined elements and maturity levels, enabling organizations to evaluate reliability, performance, security, and other critical attributes using a common set of criteria . By contributing to this workshop, the GBA will share how the BMM can be applied to support standards development, assessment methodologies, and solution improvement efforts within the broader NIST ecosystem.
This engagement reflects continued alignment between the Government Blockchain Association (GBA) and standards bodies to promote transparency, interoperability, and trust in blockchain implementations.
