Summary of Experience | Brief Bio: Sandy Barsky, former information technology acquisition leader at the General Services Administration, has joined Oracle as executive program director for government and education. In this role, he will advise engineers and commercial personnel on cloud platforms for the federal government market and education sector. Sandy is a former GSA IT Acquisition Leader. Sandy spent nearly four decades at GSA, where he served as program manager for enterprise acquisition services, IT relationship manager and enterprise architect, and cloud computing architect, manager working across the agency’s contract vehicles. Sandy retired from federal service in August. Prior to his retirement, Sandy served as the deputy software category manager and was detailed/embedded at the Department of Veterans Affairs’ National Artificial Intelligence Institute. Sandy conceived and delivered the first end-to-end solicitation and task order system that to this day is considered innovative, that Sandy's models for a marketplace are being adapted in a proof-of-concept run out of the VA NAII, and the National Use Case and Solutions Library (NUCSL) has roots from the category and Shared Services work Sandy accomplished while at the GSA. Sandy contributed on behalf of the GSA Administer to the research and as a co-author on papers used by OMB and the GSA to establish the USSM in GSA OGP. Barsky has been involved in shared services marketplace ideation including designing value in the NUCSL for the QSMOs. Sandy is excellent at enabling cross Engine collaboration since he revived the artificial intelligence working group which has since been a prolific provider of content to the ACT-IAC body of knowledge. He also served as the government chair of the blockchain working group. He is known in the emerging technology community of interest and in other communities as a strong champion of diversity supporting women and minorities into leadership roles then leaning in on their teams to help row. Just as Barsky accomplished at the GSA Cloud Information Center and as a liaison to the DHS Silicon Valley Innovation Program to support – Building an engaged and inclusive community – Offering key insights to government and industry on acquisition approaches and tools – Highlighting success stories from the 1102 community across government he can bring that experience to the COI. Sandy has recently been appointed as the industry co-chair of the ACT-IAC Acquisition Community of Interest. |
