Governments Recognize the Importance of Blockchain Maturity
As blockchain adoption increases, governments are recognizing the need to evaluate the maturity and trustworthiness of blockchain solutions. The U.S. House of Representatives passed the Digital Asset Market CLARITY Act in July 2025. Section 205 of the House-passed legislation establishes proposed criteria for determining blockchain maturity. These include decentralization, governance, interoperability and distributed ownership. Although the legislation has not become law, it demonstrates increasing government attention to blockchain maturity.
The Importance of the Blockchain Maturity Model
The Government Blockchain Association (GBA) developed the Blockchain Maturity Model (BMM) to help solution providers demonstrate that their blockchain solutions are trustworthy. The BMM establishes standardized requirements across 11 elements including security, governance, reliability and resilience. It evaluates blockchain solutions across five maturity levels. Qualified assessment teams review objective evidence to determine whether solutions satisfy these requirements. Assessment results provide independent verification of maturity and identify opportunities for improvement. This gives solution providers a credible way to demonstrate trustworthiness to government agencies, investors and customers.
International Recognition
The BMM is recognized through the Dynamic Coalition on Blockchain Assurance and Standardization (DC-BAS) recognized by the United Nations Internet Governance Forum (UN IGF). The coalition advances blockchain assurance and standardization through international collaboration. Its work includes the BMM and related assurance frameworks.
Demonstrating Trust Through Independent Assessment
As governments establish expectations for blockchain maturity, solution providers need objective evidence that their systems are reliable and trustworthy. The BMM provides a structured method to evaluate maturity and support continuous improvement. Blockchain solution providers can use the BMM to demonstrate that their trustworthiness is independently assessed rather than simply claimed.
