Summary of Experience

Ray Sealey is the Financial System Modernization Program, Robotics Process Automation Project Manager in the Office of Financial Management for U.S. Immigration and Customs Enforcement. OCFO is currently modernizing their Federal Financial Management System, transition the organization to contemporary new financial solutions, and significantly enhanced productivity, efficiency, and Compliance through Digital Transformation for all of ICE Financial Service Centers to provide shared financial services across four DHS Components. Mr. Sealey started his distinguish career in the United States Nayv as a Non-Commission Officer and has led aircraft maintenance detachment teams in Fighter Attack Squadron VA-85, Fighter Squadron VF-41, and Fighter Attack Squadron VFA-81 Aircraft Flight Operations and Maintenance during Operation Desert Storm, Desert Shield, and Enduring Freedom onboard U.S.S John F. Kennedy-CV-67 and U.S.S George Washington CVN-73. Mr. Sealey retired from the United States Navy after 20 years of service. Mr. Sealey worked at Naval Air System Command at the Navy Test Pilot school as a Flight Test Technician, he then work in PMA-215 Shipboard Air Traffic Landing Systems Program Office as a Senior Program Analyst where he led the software and hardware development and deployment for the AN/SPN-46 and 41 landing systems radar and deployment on Aircraft Carriers. Mr. Sealey then went to work at PMA-275 Joint Program Office, Naval Air Systems Command in the Program Office in support of the procurement and deployment of MV/CV-22 Osprey Aircraft to Afghanistan and in commissioning of 4 MV-22 Squadrons and 3 CV-22 squadrons at U.S Marine Corp and Airforce Air Stations. After Mr. Sealey left Naval Air Systems Command, he went to worked at Federal Aviation Administration Headquarters in the Air Traffic Office developing and deploying software technical refresh for Terminal Automation Modernization Replacement Program (TAMR) and Enterprise Information Display Systems (EIDS). In his recent role, Mr. Sealey joined the U.S. Immigration Customs and Enforcement in 2018 and served as the Financial System Modernization Program Control Lead and Robotics Process Automation Project Manager, where he currently leading his team of about 17 personnel with an annual cost of $2 million and total Program Lifecycle Cost of $21 million. While at the helm in both ICE and FAA, he has won the FAA Eastern Regional Award FY2014, ICE M&A Director Leadership in Innovation Award FY2022 and DHS CFO Employee Excellence Award FY2022 and DHS CFO Principle in Partnership Award FY2022. Mr. Sealey holds a B.S. in Aviation Management and Safety from Southern Illinois University, Carbondale, IL a Master of Arts, Leadership and Organizational Management minor Project Management, University of Notre Dame of Maryland and is a certified Project Management Professional and DHS Senior Acquisition Program Manager. Mr. Sealey is a board member for 8 years in the Royal Aeronautical Society Washington, DC Chapter and Member of Project Management Institute of Washington, DC Chapter.
